The University of California San Francisco is a leading worldwide research, educational and patient health care organization. It is the second largest employer in San Francisco and has 20 locations in the City. Its annual budget is $7.48 billion, approximately $4.5 billion of which comes from UCSF Health, the patient care segment of its business. Parnassus Heights is UCSF’s oldest and largest site.

In its Comprehensive Parnassus Heights Plan, released in October 2019 and revised in June 2020, UCSF has proposed a 2.04 million square foot expansion to its Parnassus Heights campus, and a 42% increase from the Space Ceiling described below, violating a longstanding commitment to restrict additional building. This expansion, which is the equivalent of adding the combined gross square footage of the Salesforce Tower and the Transamerica building, will place a massive 16 story building in a residential neighborhood.  The building does not fit within the boundary of the existing campus but will extend across a street into the Mt. Sutro Open Space Reserve.
